What is a Worker?
A worker is a person who is licensed and registered to work in a bingo hall.

Worker Registry
The registry is a list of persons who are approved to be involved in the conduct of bingo. A person is unable to work unless that person is listed on the registry.
Submit a worker registry application on the Bingo Service Portal; or go to the Bingo website and print an application then mail or fax the completed form to the Commission Link.
Non-Texas Residents
If you reside outside of Texas, you must comply with the Texas Bingo fingerprint requirements. a fingerprint is required. Schedule a fingerprint appointment by visiting Identogo and your fingerprints will be submitted to the Texas Department of Public Safety and the Federal Bureau of Investigation. Once completed provide a copy of IdentoGo receipt.
Registry Identification Cards
- A qualified person is listed on the registry for 3 years.
- An identification badge will be issued to be worn while on duty.
- The identification badge must be clearly visible while on duty.
- Personal photo identification must be presented when requested by a Commission employee.
- Additional cards can be printed via BSP.
Provisional Employee
An individual who is employed by an organization as an operator, manager, cashier, usher, caller or salesperson while awaiting the results of background check whether paid or not.
- Can only be requested on FORMID 46 Original Worker Registry Applications
- Must list the employing organization and playing location information
A Provisional Employee must stop working:
- After 30 days if the individual is not listed on the registry and is a resident of this state.
- After 75 days if the individual is not listed on the registry, not a resident of this state, and submitted fingerprints for background investigation.
- If found to be ineligible based on the background investigation.
Worker’s Personal Information
- Registered workers must report all changes to personal information within thirty days of the change.
- Make changes via BSP or submit this form available on the website.
Worker Registry Renewal
- Renewal applications must be submitted before the registrant’s expiration date.
- If the application is not filed timely, it is illegal for the worker, operator, bookkeeper, or bingo chairperson to work.
- The renewal can be submitted via BSP or by downloading the paper form located located here.
- The required worker renewal application must be received, either via the BSP, fax, email, or mail, and processed before the registrant’s expiration date to avoid being removed from the worker registry.

What is the Registry of Approved Bingo Workers?
The Registry is a list of persons for whom the Commission has conducted a criminal history background check and are approved to be involved in the conduct of bingo.
Who must be listed on the Registry of Approved Bingo Workers?
Any individual who carries out or performs the functions of a caller, cashier, manager, unit manager, operator, usher, salesperson, bookkeeper, or bingo chairperson.
Our organization uses a temporary bingo license each year for our yearly carnival; Do all of our workers and operators need to be listed on the Registry to work this bingo occasion?
No. Individuals associated with an organization, which does not have a regular license to conduct bingo, but obtains a temporary license to conduct bingo, are exempt from listing individuals on the Registry.
How am I added to the Registry of Approved Bingo Workers?
An individual must complete an FORMID 46 Application for Registry of Bingo Workers . Is there a fee to be listed on the Registry?
No. Submit the FORMID 46 Application for Registry of Bingo Workers or can apply online in the Bingo Service Portal. Additionally, a worker can renew their worker registry online.
I want to work for all five licensed authorized organizations in the bingo hall; Do I need to complete five Applications?
No. Only one application should be submitted.
I have filled out and mailed in my application; Can I start working?
A licensed organization may employ an individual who is not on the registry as an operator, manager, cashier, usher, caller, or salesperson on a provisional basis, if the individual is awaiting the results of a background check by the commission, for a period not to exceed 30 days, if the individual is a resident of the state of Texas.
How do I know I have been added to the Registry?

The registrant will be added to the registry as soon as possible after the Commission has determined that the individual is eligible to be involved in the conduct of bingo. You may check for your name on the List of Registered Workers file available on the Bingo Service Portal website.
Can my letter of notification and identification cards be mailed to the bingo hall when I am approved?
Yes. An address other than the home address of the applicant should be entered in Item J on the FORMID 46 Application for Registry of Bingo Workers .
When do I wear my identification card?
All registered workers and operators are required to wear the state issued identification card while on duty.
Can I get more identification cards?
Additional identification cards may be requested by submitting FORMID 49 Personalized Identification Card Request Form . Bingo workers with BSP accounts can manage their worker registry. A worker can reprint worker register card in the Bingo Service Portal.
Can a person be removed from the Registry?
Yes. Individuals may remove themselves from the Registry at any time by submitting a request in writing. In addition, the Texas Lottery Commission may take administrative action to remove an individual from the Registry.
How long am I registered for once I am listed on the Registry?
An individual may remain on the Registry for three years. The expiration date is listed on the identification cards. Don’t know when your worker registry expires? BSP contains your worker registry information and will display your current registry start and end dates.
What if I do not renew my registration before the expiration date?
If a FORMID 47 Renewal for Bingo Worker Registry is not received on or before the registered worker's expiration date, the individual's name will be removed from the Registry. The individual may no longer serve as a bingo worker or operator until they renew and receive their identification cards.
If I am removed from the Registry for failure to renew my registration timely, how can I be re-listed?
Yes. If the individual wishes to be re-listed on the Registry after they have been removed for failure to renew their registration timely; they must complete and submit a FORMID 47 Renewal for Bingo Worker Registry . The individual may not begin serving as a bingo worker or operator until their name is again listed on the Registry and they have received their identification cards in the mail or Bingo workers with BSP accounts can manage their worker registry. A worker can reprint worker register card in the Bingo Service Portal.
My personal information (phone number, address, etc.) is changing; Is there anything I need to do?
Individuals listed on the Registry must report changes to information within thirty days of the change using FORMID 48 Notice of Change to Worker Registry or Bingo workers with BSP accounts can manage their worker registry. BSP allows workers to monitor their contact information on file with Charitable Bingo Operations Division (CBOD) to ensure accuracy. It is important that the CBOD has current contact information.
